The mandate of our By-law Enforcement division is to achieve compliance with municipal by-laws through education, mediation, and as necessary, enforcement and prosecution. Our primary goals are to ensure public safety and to maintain community standards that contribute to improving the quality of life in Leamington.

What do we do?

We enforce many different municipal by-laws, including property standards, land maintenance, parking, taxicabs, COVID-19 restrictions, pool enclosures, signs, and waste management, just to name a few.

We answer over 1400 calls a year ranging from barking dogs to unsafe buildings. We work together with the community and local agencies as we strive to make Leamington a safer and better place for everyone.

    The Leamington By-law Enforcement Department and the Ontario Provincial Police (OPP) can both respond to incidents regarding barking dogs. The OPP non-emergency number is 1-888-310-1122. Alternatively, you can contact Leamington By-law Enforcement during regular business hours at (519)326-5761 or report the issue online 24/7 through the Municipality's website at leamington.ca/reportanissue.

    Thank you for your question. 

    The Zoning By-law defines a “boarding, lodging and rooming house” as any building or portion thereof in which the proprietor supplies for hire or gain to more than three (3) other persons, lodging, meals, or both but shall not include a hotel, hospital, group home dwellings, home for the young or the aged or institution if the hotel, hospital, home or institution is licenced, approved or supervised under any general or special Act.


    The analysis does not end with this definition. In determining whether a property is being used as a boarding house, one has to consider the actual use of the premises by the occupants. The distinguishing characteristic between a boarding house and a single dwelling unit is the control of the premises. Control in a boarding house is between the owner and the occupants on an individual basis, whereas in a single dwelling unit, it is by the group operating as a single tenancy.

  • Share Hi, I live across from East Side Park on Bowman Avenue. Many dog owners do not poop & scoop & let their dogs run free in the park. Poop is also on lawns in this area. The by-laws need to be enforced. Sights in the park at both entrances should be larger & visible. Signs for fines & that residents can report dog owners too. It’s becoming worse everyday. I have gone out to offer bags to some owners who always say they forgot their bags but really they wouldn’t do clean up. For the park maybe not allowing dogs is the solution. Dogs off leash is getting worse & owners can’t even see where the dogs poop. Please help with this problem. I’m finding more & more poop on my lawn too. Confronting an owner is always risky.     Motor vehicles using accessible parking spots without a proper permit are subject to a fine of $75.00. Leamington By-law Enforcement and the Ontario Provincial Police (OPP) are responsible for enforcing this By-law.

    Thank you for your question. There is no specific time of day that permits a dog to bark more than the By-law allows. By-law 51-18, regulates noise and states in section 3 (a) no person shall permit the persistent barking of a dog of which the person is the owner or has care and control. "Persistent" means of a continuous duration of not less than ninety (90) seconds per occurrence and occurring more than three times within a period of thirty (30) minutes.

    Leamington Council passed By-law 08-18, a by-law regulating motor vehicle parking in residential zones and specifically making it an offence to park a motor vehicle other than in a garage or residential driveway.

    The Municipality has a by-law, being By-law 668-06, that provides for the regulation and registration of dogs within Leamington. It is an offence to permit a dog to run at large and fail to remove dog excrement. This specific by-law can be enforced by a municipal By-law Enforcement Officer or the Municipality’s Animal Control Officer.

We are extremely concerned when severe weather such as high winds, thunder/lightning storms and heavy snow come, that we are at high risk for that tree to come down and cause severe injury or death and massive damage to the homes which are in its path. Its length could reach multiple homes in either direction if it falls.     The By-law Enforcement Department responds to complaints as well as conducts proactive patrols regarding parking violations. Many of the areas within the Municipality have different restriction regarding the allowable time a vehicle can be parked on a street. The best course of action is to contact the By-law Department to have the matter investigated.
