The mandate of our By-law Enforcement division is to achieve compliance with municipal by-laws through education, mediation, and as necessary, enforcement and prosecution. Our primary goals are to ensure public safety and to maintain community standards that contribute to improving the quality of life in Leamington.

We enforce many different municipal by-laws, including property standards, land maintenance, parking, taxicabs, COVID-19 restrictions, pool enclosures, signs, and waste management, just to name a few.
We answer over 1400 calls a year ranging from barking dogs to unsafe buildings. We work together with the community and local agencies as we strive to make Leamington a safer and better place for everyone.

The Municipality of Leamington has a comprehensive Property Standards By-law in place to ensure that all properties are maintained in a safe and habitable condition.
A non-functioning toilet for over two weeks may be considered a violation of this by-law. We encourage the tenant to report this matter to the By-law Enforcement Department, who can investigate and take appropriate action.

There is currently no specific bylaw in Leamington that prohibits sleeping in a vehicle. However, if you choose to park on a public street, please pay close attention to any posted signage, as local parking restrictions still apply.
If you are considering parking overnight in a private parking lot (such as a business or plaza), you must obtain permission from the property owner or manager.
For municipal parking lots operated by the Municipality of Leamington, a 9-hour parking limit applies. Exceeding this time may result in enforcement action.

Andy asked 23 days agoThank you for your inquiry. Yard maintenance in the Municipality of Leamington is regulated under the Land Maintenance By-law. This by-law includes requirements for general property upkeep, such as maintaining grass and weeds below a certain height, to help keep neighbourhood standards upheld.

Any pool designed to hold more than 11.8 inches of water requires a Pool Enclosure Permit, as outlined in the Pool Enclosure By-law.

Knalz asked about 2 months agoThank you for your inquiry. The Municipality of Leamington does not currently have a by-law regulating the use of all-terrain vehicles (ATVs) on municipal roads. However, road use regulations for these types of vehicles may still fall under provincial jurisdiction.

mary asked 2 months agoThank you for your inquiry. The Municipality of Leamington does not have a by-law regulating parking on private property, such as the Walmart parking lot. Please note that municipal parking lots have a parking limit of 9 hours.

Property owners or occupiers in urban Leamington are permitted to humanely trap cats trespassing on their property using portable, humane traps provided by the Municipality upon request. It is essential to ensure the cat's safety and well-being by providing adequate food, water, and shelter suitable for the current weather conditions.
The Municipality of Leamington offers traps for this purpose, requiring a refundable deposit of $80.00. Traps can be rented for $15.00 per day.
Alternatively, residents may choose to bring stray cats to the Windsor-Essex Humane Society in Windsor for a fee of $40.00.

The Zoning By-law defines a “boarding, lodging and rooming house” as any building or portion thereof in which the proprietor supplies for hire or gain to more than three (3) other persons, lodging, meals, or both but shall not include a hotel, hospital, group home dwellings, home for the young or the aged or institution if the hotel, hospital, home or institution is licenced, approved or supervised under any general or special Act.
The analysis does not end with this definition. In determining whether a property is being used as a boarding house, one has to consider the actual use of the premises by the occupants. The distinguishing characteristic between a boarding house and a single dwelling unit is the control of the premises. Control in a boarding house is between the owner and the occupants on an individual basis, whereas in a single dwelling unit, it is by the group operating as a single tenancy.
