Project Overview

The Municipality of Leamington is undertaking a major road and infrastructure project along Seacliff Drive West. This work will modernize underground services, improve road safety, and prepare the area for future residential growth.

Works include:

  • Reconstruction of 350 metres of Seacliff Drive with a new one-lane roundabout
  • Construction of a new roadway to service future development
  • Installation of new sanitary and storm sewers, a stormwater retention chamber, trunk water main, sidewalks, multi-use trails, and street lighting

Estimated Completion: Summer 2026 (weather and site conditions permitting)

Please note: This section of Seacliff Drive West, also known as County Road 20, is now under municipal jurisdiction and no longer maintained by the County of Essex. The Municipality is responsible for leading and delivering these improvements.

What to Expect During Construction

  • Traffic Restrictions: Seacliff Drive will be open to local traffic only.
  • Detour Route: A signed detour will direct traffic along Fraser Road, Oak Street West, and Erie Street South.
  • Emergency Access: Access for emergency vehicles will be maintained at all times.
  • Noise and Dust: Construction may generate noise, vibration, and dust. Crews will work to minimize disruptions.
  • Local Access: While through-traffic will be detoured, local residents and businesses will have access maintained wherever possible.

Roundabout Construction

We recognize that roundabouts are sometimes met with questions or concerns. Here’s why a one-lane roundabout was selected:

  • Safety: Studies consistently show that roundabouts reduce severe collisions compared to signalized intersections.
  • Efficiency: They improve traffic flow, reduce congestion, and accommodate future growth.
  • Design Fit: The one-lane design is tailored to the traffic volumes expected on Seacliff Drive, ensuring safe navigation for drivers, cyclists, and pedestrians.

The Municipality is committed to keeping the community informed and addressing concerns as construction progresses.

Why This Project Matters

  • Supports Growth: Unlocks residentially designated lands for future housing.
  • Improves Safety: Roundabout design reduces severe collisions and improves traffic flow.
  • Enhances Connections: New sidewalks, multi-use trails, and lighting will make the area safer and more accessible for pedestrians and cyclists.
  • Upgrades Infrastructure: New water, storm, and sanitary systems will serve current and future needs.

Project Funding

The project is supported by the Housing-Enabling Core Servicing (HECS) fund under the Municipal Housing Infrastructure Program. This funding helps municipalities prepare infrastructure that enables new housing opportunities. The Province is cost-sharing up to 50% of eligible project costs.

Does that mean that Seacliff drive will closed until the summer of 2026

    Thank you for your question.
The current plan is to have Seacliff Drive reopened by the end of 2025, with work north of Seacliff scheduled to follow in 2026.

The Municipality’s goal is to keep bike lanes open for as much of the project as possible. At times, temporary closures will be required to ensure the work can be completed safely.

Currently, the north side bike lane is closed, while the south side remains open for cyclists. The roadway continues to be closed to through traffic, with access maintained for local residents only until the project is finished.

The Municipality, together with area developers, conducted a traffic study to determine what type of intersection control would be needed where the new north–south road will meet Seacliff Drive. The study showed that, because of the traffic volumes expected in this area, the only suitable options were traffic lights or a roundabout.
A roundabout was chosen because it provides several benefits: it naturally slows vehicles down (improving safety), keeps traffic moving smoothly in all directions, and is generally more efficient than traffic signals.

    Thank you for your question.
The traffic signal at County Road 20 and Fraser Road is owned and operated by the County of Essex. In light of the current detour, the Municipality has asked the County to review the signal timing plan. We will continue working closely with the County to make any improvements possible to help traffic flow more smoothly during construction.

    Thank you for your question.

The roundabout will be located approximately 80 metres east of Paglione Drive.
