In August 2025, the Ontario government announced a $41 million investment to support critical wastewater infrastructure in Leamington, specifically the construction of the North East Trunk Sanitary Sewer Line. This funding recognizes Leamington’s strategic planning, long-term vision, and readiness to grow responsibly.
Why This Project Matters
This project is about more than pipes and pavement; it is about unlocking opportunity, supporting housing, strengthening food security, and protecting the environment.
The North East Trunk Sanitary Sewer Line will extend from the Leamington Pollution Control Centre north to Mersea Road 4 and County Road 18 to the adjacent employment lands. Once complete, it will:
- Enable housing growth, supporting up to 6,500 new residential units
- Open new industrial and employment lands, attracting businesses and jobs
- Reduce reliance on septic systems, particularly for greenhouses and farmworker housing
- Support Leamington’s greenhouse sector, strengthening food security and the local economy
- Protect Lake Erie through modern, centralized wastewater management
This investment ensures that growth happens by design, not by accident, without placing an unfair burden on existing taxpayers.
This is a balanced investment that benefits residents, businesses, agriculture, and the environment alike.
A Long-Awaited Project, Years in the Making
Planning for this infrastructure dates back more than a decade, including an Environmental Assessment completed in 2013. Successive councils have made bold, forward-looking decisions to position Leamington for sustainable growth.
The Ontario government’s investment is a direct result of that work — turning planning into action.

The Seacliff Drive East Reconstruction Project is a key component of the broader North East Trunk Sanitary Sewer initiative.
That project includes:
- New sanitary and storm sewers
- New watermain infrastructure
- Road reconstruction, sidewalks, streetlights, and a multi-use pathway
Together, these coordinated projects ensure that infrastructure is built once, efficiently, and to modern standards, minimizing future disruption while maximizing long-term value.
Construction Timeline
- Construction start: Phased construction underway

Work will be carefully staged to reduce impacts while keeping the community moving.
Traffic Impacts & Road Closures
