Background

The Municipality of Leamington acquired the former Leamington District Secondary School property at 125 Talbot Street West with the intention of facilitating the development of attainable housing for the community. In July 2020, Council approved the purchase of the former school lands as part of a broader strategy to address housing pressures in Leamington.

To support that goal, the Municipality engaged Dillon Consulting to prepare a concept plan, which served as the foundational basis for a municipal Zoning By-law Amendment and a Request for Proposals (RFP) to interested developers. The concept envisioned a mix of housing forms and divided the property into three development segments, accommodating up to 293 residential dwelling units.

While the attainable housing initiative remains a guiding vision, the Municipality was unable to finalize a mutually acceptable agreement with a development partner. As a result, the Municipality is now proceeding with a phased demolition and restoration of the site, while continuing to explore future development options consistent with community needs and fiscal responsibility.

The first is that each of these apartment buildings ground floor should allow for commercial space which should not allow the cadets space but allow more local and diverse business to spring up. My second thought may be more outside of the box for this area but, put housing above the grocery store.
