Project Overview

The Municipality of Leamington is undertaking a major road and infrastructure project along Seacliff Drive West. This work will modernize underground services, improve road safety, and prepare the area for future residential growth.

Works include:

  • Reconstruction of 350 metres of Seacliff Drive with a new one-lane roundabout
  • Construction of a new roadway to service future development
  • Installation of new sanitary and storm sewers, a stormwater retention chamber, trunk water main, sidewalks, multi-use trails, and street lighting

Estimated Completion: Summer 2026 (weather and site conditions permitting)

Please note: This section of Seacliff Drive West, also known as County Road 20, is now under municipal jurisdiction and no longer maintained by the County of Essex. The Municipality is responsible for leading and delivering these improvements.


What to Expect During Construction

  • Traffic Restrictions: Seacliff Drive is closed to through traffic. All residents and businesses east of Paglione Drive, but not including Paglione Drive, will have access from the east end of the project via Seacliff Drive at Sherk Street. Residents of Paglione Drive and areas west must enter and exit their properties from the west end of the project via Seacliff Drive at Fraser Road.
  • Detour Route: A signed detour will direct traffic along Fraser Road, Oak Street West, and Erie Street South.
  • Emergency Access: Access for emergency vehicles will be maintained at all times.
  • Noise and Dust: Construction may generate noise, vibration, and dust. Crews will work to minimize disruptions.
  • Local Access: While through-traffic will be detoured, local residents and businesses will have access maintained wherever possible.

We recognize that roundabouts are sometimes met with questions or concerns. Here’s why a one-lane roundabout was selected:

  • Safety: Studies consistently show that roundabouts reduce severe collisions compared to signalized intersections.
  • Efficiency: They improve traffic flow, reduce congestion, and accommodate future growth.
  • Design Fit: The one-lane design is tailored to the traffic volumes expected on Seacliff Drive, ensuring safe navigation for drivers, cyclists, and pedestrians.

The Municipality is committed to keeping the community informed and addressing concerns as construction progresses.

Project Funding

The project is supported by the Housing-Enabling Core Servicing (HECS) fund under the Municipal Housing Infrastructure Program. This funding helps municipalities prepare infrastructure that enables new housing opportunities. The Province is cost-sharing up to 50% of eligible project costs.

    The Municipality of Leamington is advising residents that work on the Seacliff Drive West Roundabout project will resume the week of March 2, 2026, with construction beginning on Clearwater Street.

    Clearwater Street is the new roadway connection being constructed from the roundabout to service the adjacent development. During this phase of work, Seacliff Drive West will remain open to traffic.

    This work is part of the Municipality’s plan to resume construction and complete the outstanding elements of the new roundabout at Seacliff Drive West.

    Upcoming Road Closure - Mid-April

    To safely complete the remaining concrete and curb work within the roundabout, Seacliff Drive West will be closed to through traffic at Sherk Street and Fraser Road beginning in mid-April. The closure is expected to last approximately four weeks, from mid-April to mid-May.

    The Municipality does its best to provide accurate timelines; however, all timelines are estimates and may change depending on weather and site conditions.

    We recognize this closure will affect travel in the area and appreciate your continued patience as we work to complete this important infrastructure project.

    Access During the Mid-April Closure

    Access from the East:

    Residents and businesses east of Paglione Drive (excluding Paglione Drive) must enter and exit Seacliff Drive West via Sherk Street.

    Access from the West:

    Residents on Paglione Drive and west of Paglione Drive must enter and exit Seacliff Drive West via Fraser Road.

    Important Reminders

    Please obey all posted road closure and detour signage. Entering closed areas is unsafe and may result in vehicles becoming stuck in unpaved or unstable conditions.

    Thank you for your cooperation as we complete the final phase of work and bring the new roundabout into service.

    The Municipality of Leamington is advising residents and motorists that Seacliff Drive West remains closed while construction continues on the Seacliff Drive West Reconstruction and Roundabout Construction Project.

    Paving work is expected to take place next week, weather permitting. Once paving and line painting are complete, the road is anticipated to reopen to traffic during the week of December 22, 2025. At that time, all road-closure signage will be removed to indicate that the roadway is open for use.

    Please note that construction will resume in spring 2026, at which point Seacliff Drive West will close again to allow crews to complete the remaining phases of the project. Additional details regarding the resumption of work will be issued in the spring.

    The Municipality of Leamington is advising cyclists and motorists that the bike lanes on Seacliff Drive West between Paglione Drive and Branton Avenue are now closed on both sides to accommodate ongoing construction activities related to the Seacliff Drive West Sanitary Sewer Extension and Roundabout Construction Project.

    The bike lanes are expected to reopen by the end of December 2025, weather permitting.

    Please note: Seacliff Drive West remains closed to through traffic between Sherk Street and Fraser Road. Only local access is permitted as signed.

    Cyclists and motorists are asked to use caution and follow all posted detour and construction signage when travelling in the area.

    The Municipality of Leamington is advising residents and motorists of updated traffic access related to the Seacliff Drive West Sanitary Sewer Extension and Roundabout Construction project.

    Seacliff Drive West is closed to through traffic while construction continues. All residents and businesses east of Paglione Drive, but not including Paglione Drive, will have access from the east end of the project via Seacliff Drive at Sherk Street. Residents of Paglione Drive and areas west must enter and exit their properties from the west end of the project via Seacliff Drive at Fraser Road.

    Motorists are reminded that construction zones and detours are in place for safety reasons. Drivers must obey all posted signage and avoid entering closed sections of the roadway. Ignoring road closure signs and driving through the work area is both unsafe and may result in vehicles becoming stuck in unpaved or unstable conditions.

    The Municipality appreciates the public’s continued patience and cooperation as this important infrastructure improvement moves toward completion.
