The Municipality of Leamington is developing a Wastewater Master Plan (WWMP) for the Pollution Control Centre (PCC). This initiative aims to enhance the performance of our wastewater infrastructure, ensuring it can meet the needs of Leamington's growing community over the next 20 years. The WWMP will guide how the Municipality delivers wastewater treatment services, focusing on cost-effective, environmentally sustainable solutions that reflect the values and priorities of our residents.

About the Study

The study area for the WWMP includes the Leamington PCC and extends to the facility’s property line. Currently, the plant handles and treats wastewater from residential and light industrial sources across Leamington. However, a recent capacity analysis has identified several bottlenecks within the system. These bottlenecks are limiting the plant’s efficiency, capacity, and ability to support future growth in our Municipality.

To address these challenges, the WWMP will explore strategies to optimize existing infrastructure. This may involve unlocking additional capacity within the current plant through targeted improvements. If further capacity is needed to support anticipated growth, the plan will consider options for expanding capacity within the site’s existing boundaries.

Plan Phases and Community Involvement

The WWMP will outline a series of recommended projects across three timeframes:

  • Short-Term (0-5 years): Immediate priorities to enhance plant performance.
  • Medium-Term (6-10 years): Projects aimed at meeting mid-range growth forecasts.
  • Long-Term (11-20 years): Long-term strategies to ensure our infrastructure remains robust and adaptable.

The plan will detail expected capital costs, implementation timelines, and any additional studies that may be required for each project.

Community input is vital to the success of the WWMP. Throughout the planning process, the Municipality will engage with residents and local stakeholders to gather feedback and ensure the plan aligns with community needs and values. Public meetings, surveys, and other outreach activities will be conducted to keep you informed and involved every step of the way.

    The Study

    The Municipality of Leamington has completed a Municipal Class Environmental Assessment (MCEA) Master Plan (Approach 2) study to enhance the performance of its wastewater infrastructure, ensuring it can meet the needs of Leamington’s growing community over the next 20 years. The intent of this study was to guide how the municipality delivers wastewater treatment services, focusing on cost-effective, environmentally sustainable solutions that reflect the values and priorities of its residents. The recommendations of the study include the following: (Please refer to the attached project map)

    • Reconfiguring the existing offline storage
    • Increasing the capacity of inlet pumps
    • Expanding the offline storage basin
    • Chemically enhanced primary treatment
    • New outfall pump station and gravity sewer on the east side of the Selkirk Drain
    • Optimize and re-rate the existing treatment plant
    • Partial industrial treatment
    • Expansion of existing treatment plant

    A Master Plan Project File Report (PFR) has been prepared, and a copy will be placed on public record on March 23, 2026 for thirty (30) calendar days. The PFR can be reviewed by members of the public and/or any interested party at: leamington.ca/wastewater

    If there are any outstanding concerns or issues with this project during the 30-day review period, please address them to the Leamington/Consultant staff listed below, and we will attempt to seek a mutually acceptable resolution.

    Under Section 16 of the Environmental Assessment Act, a request to the Minister of the Environment, Conservation and Parks for an order to require the Municipality to undertake a higher level of assessment may only be made on the grounds that the order may prevent, mitigate or remedy adverse impacts on the existing Aboriginal or Treaty rights of an indigenous community.     If no issues or concerns are raised by April 21, 2026, the project will be considered to have met the requirements of the Municipal Class Environmental Assessment and may proceed with detailed design, tendering and construction of the recommended works as outlined in the Project File Report.

    The Municipality of Leamington is conducting a Municipal Class Environmental Assessment (MCEA) study to enhance the performance of its wastewater infrastructure and ensure it can meet the needs of Leamington’s growing community over the next 20 years. The Wastewater Master Plan (WWMP) will guide how the municipality delivers wastewater treatment services, focusing on cost-effective, environmentally sustainable solutions that reflect the values and priorities of its residents.

    The study area includes the Leamington Pollution Control Centre (PCC), Cherry Lane and the Selkirk Drain South to Lake Erie (Refer to Map 1).

    The Process

    The study is being completed in accordance with the Ontario Environmental Assessment Act and will follow the MCEA Schedule B requirements (Master Plan Approach #2) of the Municipal Engineers Association Manual (March 2023). This plan will outline a series of recommended projects to be implemented in the short term (0-5 years), medium term (6-10 years) and long term (11-20 years).

    How to Get Involved / Upcoming Public Information Centre

    The Municipality of Leamington would like anyone interested in this study to have an opportunity to provide input and help inform the decision-making process. The Municipality of Leamington will be holding a second Public Information Centre (PIC) on June 5, 2025, to present the purpose and scope of the study, review the alternative solutions to address the problem and opportunity statement and identify a recommended solution.

    When: Thursday, June 5, 2025, from 4:00 PM - 7:00 PM

    Location: Municipal Building, 111 Erie St North, Leamington, ON N8H 2Z9

    Format: Drop-in Open House (There will be no formal presentation)
