Project Background
In 2018, the Municipality of Leamington created anUptown Master Plan establishing a vision for a mixed-use vibrant, walkable, drivable and bike-friendly community hub that inspires people to come together.
To achieve the plan's goals and broader vision, the Municipality has developed a streetscape plan that establishes design guidelines for traffic (vehicles, bicycles, and pedestrians), accessible parking, landscaping/streetscaping, location and use of public spaces, and lighting through and around Leamington’s uptown area, and appropriate land uses and zoning. The completed plan creates a distinct look and feel for Leamington's uptown.
The Erie and Talbot Reconstruction and Streetscaping Project is another project in a series of initiatives the Municipality is undertaking to reinvent public spaces and attract renewed interest and investment into Leamington’s uptown core.
What is being proposed?
The purpose of the reconstruction project is to create a mixed-use space that provides attractive, efficient and accessible choices for the public (pedestrian, bicycle, or transit) in concert with automobiles and includes:
Reconstruction and beautification of entire right-of-way width, including but not limited to, new sidewalks, bicycle facilities, street lighting and benches.
Sewer separation of existing combined sewer (replacement with new sanitary and storm sewers);
Replacement of existing watermain, services, and private drain connections.

Leamington Council Approves Functional Design Alternative 2
Erie and Talbot Reconstruction and Streetscaping Project has finished this stage
At its meeting held on March 28, 2023, Leamington Council approved Talbot Street Alternative 2 (Figure 2), as provided by RC Spencer Associates Inc., as the preferred functional design alternative.
Council directed Administration to proceed with the preparation of detailed design drawings and tender documents for the Erie Street portion of the project.
Phase 1 Construction Scheduled for 2023
